Creatine takes a month at 5g/day or so to load the muscle. Since it works by drawing in water, you might also just be dehydrated.

If you take creatine for a month and then stop taking it for 3 weeks and don't notice a decrease in training volume, strength, snd/or muscle fullness, congratulation, you are the 1 in a million (actually about 25%) of people that are non-responders because your muscles are already saturated with creatine.

Creatine, like any supplement, only benefits those with a deficiency. You simply do not benefit from it if you're not deficit in intramuscular creatine.
