It depends on where you're starting.
If you are obese, losing fat is most important. If you do no cardio at all/are sedentary, cardio is most important, and so on.
It's a moot point because for almost everyone they're all interlinked, and are most easily addressed all at the same time. Go for a run a few times weekly, buy some broccoli, eat less processed foods, and everything about your health (especially your heart) will improve.

Honestly dude diet matters to a point, best shape I was ever in was when I was homeless, eating dominos pizza and mcdonalds everyday and switching between them every other day. And that was because I was doing two hours on the stairmaster plus also walking all day listening to music/podcasts on my headphones.
