He is older and seems to have been roided for much if not all of his lifting career. This lowers your overall potential and requires more juice all the time to maintain a physique since the muscle especially isn't as high quality.

Basically he needs more juice and is not as strong as someone way smaller compared to moderately smaller in say mid dosage athletes because of the nature of steroids.

Like mentioned earlier, it's probably just better to divide this in two movements altogether so chest supported row and some rdl variation. You can do these rows or even power rows where you involve legs too and they do gas you out but most likely will not train any of the muscles specifically well. Of course it always does something especially if it's your only back chain movement. Deadlift, bent over rows, power rows etc are all movements which mostly just train that specific movement pattern and not much else. Like if there was a competition for all of those movements then that would be the only rational reason to train to get good at them.

So take a weight you can do 10 reps confidently but then you start taking breaths between reps set to get even one or two more and go 20-30 or whatever. Not exactly the same as squats because you are not under the weight but you are attached to it and will gas out.

You're lifting too much load then. Drop the weight and concentrate on squeezing the lats more. Or just fuck it off completely and do pull ups instead. I much prefer chest supported rows with a dumbbell or kettlebell. I don't know why but I feel doing unilateral work helps me target the lats more. Just try that. Drop the weight down, increase the reps and focus on engaging the lats

This is why I only train back once a week. It adapts and recovers faster than anything else on the body. Unless you want to look like a psycho from Borderlands, theres more reason to spend that extra time in the gym tightening your core or whatever.
