5'11 155lbs down from around 240lbs at my peak. Lost off and on over a couple years, but down 50lbs in the past 7-8 months. I've asked a couple friends and they told me pretty confidently they thought it was loose skin, but it looks to me like excess fat, hoping that's the case so I don't need surgery to remove it. It's a bit of both.
You may want to continue cutting, but I wouldn't do a huge deficit, also up protein and lift hard to build more muscle. Maybe even do a lean bulk for a while, then try to cut again in a few months.
Muscle will help fill out your skin as it is, and the loose skin may tighten up over time as well, as long as you don't get fat or really bulk back up again. Shit's not instantaneous yo.

It could be either or both. Sometimes what looks like loose skin is mostly stubborn fat. Sometimes it’s really loose skin. Until you’re noticeably diced and shredded or you get it surgically removed, it’s impossible to say for certain. My advice would be to get really fucking bodybuilding show lean before you get surgery because that scar can be gnarly.

No one really knows what health is at that age. Kids feel like they’re going to live forever.
It’s up to the parents, friends, community as whole really, to ensure the children are brought up fit and strong.

oh forgot to add, I think it's worth it to me, assuming I can get away with a relatively small surgical scar. I think people generally have more disgust towards loose skin than scars, obviously if your shit is fucked and you have a wide gross scar across half of your chest or something that's a little different, but I think most don't mind the appearance of smaller scars as much as they do loose skin.

You people are blind if you think he can’t lose more fat. Do those pecs look bodybuilding shoe shredded? Are his arms that vascular? No? Then he can lose more fat. Every former fatty should get as lean as they can possibly get. Shrink those fat and skin cells as much as you can and then get the excess removed surgically. It’s tough but it’s not rocket science.
