Can you grow muscle and facial hair?
Check stuff like your index to ring finger ratio and ano-genital distance.
Are you as tall as your male relatives?
If your balls didnt drop and you cant grow a beard then youve probably got an issue, but if everything else determined by testosterone is fine then its probably just a genetic quirk.

Sometimes it is, sometimes it isn't. It wasn't normal for me. I had nothing on my chest except some stringy hairs around my nipples, but when I got on testosterone I started growing actual hair. It's still filling in 2 years later.

Normal? Idk, plenty don’t I think, but I never paid attention. I wouldn’t be concerned, if you’re fit and lean it’s probably a better look to go hairless, even for the female gaze. I’m hairy to the point of a tuft poking out the front of my shirt but I feel I gotta get bigger to make the look work. Add back hair and a beard that wraps around to the back of the neck/up to the cheekbones that I gotta trim down and it’s more hassle than it’s worth.
