Absolute "solarpunk" tier home design.

Able-bodied men of the national ethnicity should be empowered and enabled to build brick houses. If it were done by a government, it should be something like "If you help build 50 houses, you're entitled to have one for yourself." That's 50 houses where you're out there doing hands-on work with people who look like you. This doesn't apply to women or "management/administrative" roles. This is solely for men building a better society and earning a permanent residence of their own that isn't taxed.

That's really just a pipeline though. I think adobe brick and rammed earth housing is the way.
