Europoor here, I can't with that fucking heat anymore + my PC heating up to 85°C all day turning my room in a sauna, so I'm getting a portable AC unit. What are the good options? 15 years ago I heard these were not worth it, but there has to be good models now, right? Budget is 300-750€

If you want to properly bring down indoor temp then these portable ones fucking suck, if you just want to cool down your general area (have the thing blow where you are sitting so you are comfy) then they are very effective. Wall unit > window Unit > floor unit

What's your ambient room temperature? I think a proper split AC unit will be the best option. These floor-standing models are not as efficient since the condenser is sitting inside the room, but they do have the benefit of pulling in fresh air from outside which the split AC doesn't do.

I have a mobile on from DeLonghi with a single hose. Make sure you have a proper window seal. The one that came with the AC doesn't work on german engineering windows where you're supposed to use the roller shutter cause the window frame is in the way of the hose exhaust.

They're not really worth it, no. The only one I used was extremely loud, but the kind you posted is also inefficient since it uses cooled air from your room to blow the heat outside. That's obviously counter-productive. You should at least get the kind with 2 ducts, but I heavily recommend just getting a mini-split with an inverter. They're very effective and quiet, the compressor isn't in your room.

in two pipe models, air from outside is pulled into the unit, some of which is cooled by the evaporator and released into your room (positive pressure). the other half of the pulled in air is used to expel the hot air from the condenser outside, so no cold air is wasted in the process.

If you do homeoffice or you're unemployed, you can also get a dynamic energy plan to save big bucks of electricity cost. Every time it's hot, it's because the sun shines. When the sun shines, renewable energy is plentiful and that makes energy cheap as fuck. At least here in Germany.

I have a 12 year old Sharp at home and a 5 year old no-name that someone randomly picked up from a hardware store at my office.
And the no-name is both way quieter and way more powerful.

I even consider replacing the Sharp but I feel it's too much of a waste to dispose of a still working machine that I only use a few weeks per year.

I always assumed they worked exactly like a split unit, ie with two completely separate "loops" one circulating indoor air which gets cooled and another circulating outdoor air (via the hoses) which gets heated?

If it cools outdoor air doesn't that severely limit how cold it can get since it can't cool the same air again and again like a split unit does?

Got myself a vacuum pump and a manometer etc. It's cheaper than to call a technician, but it will take a solid full days to have it installed and patch the damaged interior, ideally 2 people should be doing this, not one.

Two issues, we don't have the slide up windows in most cases, so the units sitting in a window won't work here. And second, since our walls aren't made of wood, but bricks or concrete, drilling through an outer wall is a major ordeal. You definitely won't be allowed to do it as a renter either.

Nope. As air passes through whatever wet thing they use in those coolers, it is being stripped off it's thermal energy by the water molecules that evaporate. They don't only cool the surface, but everything they come in contact with, including the air itself.
So air gets colder from just passing thgough that cooler, through wet cloth or whatever. It does increase humidity though. Ideal for a dry climate, so it just makes air normal. Does not work well in already normal climate, because it will not evaporate for shit, even if it would, that would make air very damp and you would struggle cooling yourself off. So

I have both split and portable. Portable as backup, when I run it, I shove the duct in the balcony door, which is opened in a vertical mode (American mind cannot comprehend it, I know) so there's enough clearance to place that ductape. And I just use winter blankets to isolate it. Shove it in all the remaining holes to block the hot air. Done.

Bought one of the biggest Noctua fans couple years ago and let it run near me all the time.
It runs on 5V so I could even run it on AAs for peace of mind at night.
The nice thing is that it 100% just feels like the feeling you get from an open window when cool night air is coming in. It really simulates that feel instead of the typical fan draft you'd expect.
I have it at my feet end of my bed so it hits my feet and legs first and the wind barely hits my head but still noticeable. The biggest advantage: No tense muscle fuckery in the morning and when your feet are cool (but not cold) your entire body starts feeling a lot less hot.
At daytime you can beef that effect up by regularly hit your arms and legs with some damp rag. The wind will make those areas cool as fuck.
Overall 10/10, can recommend to every poorfag.

Oh and it's especially great when you while sleeping can modulate it with your blanket. For example I often have my blanket over my neck and shoulders while my back and lower parts are exposed to the fan wind. Whenever I feel cooled off enough I just use more blanket while I'm sleeping and the opposite when I need more cooling again. Works perfectly and actually lets me sleep at hot nights. We have central air conditioning here in the southern US but something I remember from my childhood was my grandmother's old house had an attic fan. A huge fuckoff fan in the attic that sucked air out of the house thru a vent in the ceiling at the end of the hallway and blew it out the end of the house. I could not stand the heat last year as well, so I bought one of the portable units, since installing a proper heat exchanger outside is a hassle when living in a rented flat. If you live in your own house or flat, definitely sink more money in and buy a real heat exchanger. Here are my honest thoughts on a portable AC:
First off, they are a pain in the ass, since they take up space. You also have to have a water collector next to it, since the cooling process generates water as a byproduct. The hose for heat blowout gets really hot, so it acts like a radiator, which you should isolate. You also have to isolate the window opening, for which there are some polyester "inserts" or whatever you call them in English. Do not just plop the hose out of the window without isolation, that would defeat most of the cooling capability.
Since it sucks air inside your room and blows it out the window, it has to still suck air in from outside due to pressure difference, so you are still sucking hot air from all around, but at least not directly next to the intake.
The thing is also fairly noisy when cooling, unlike an outdoor heat exchanger. It is bearable, but annoying at times.
In reality it can bring down the temp in my 90m2 flat by around 3 degrees Celsius, which is noticeable. Especially when it can blow directly to where I work, which feels much cooler with air moving around. You can feel the heat gradient.
You also have to clean the filters regularly. If bacteria start to grow, it starts smelling like air filled with piss and you have to clean that shit ASAP.
It definitely made my life much better during those heat waves, I don't have to sweat and die slowly. It's fairly comfortable, well worth the trouble with setting it up and bearing with the noise.
You still have to block sunlight with heavy curtains during the peak and make sure to ventilate your flat naturally during the night.

Legal here in Netherlands, so easy enough to buy.

That said, if you are good at DIY and have your own home, using a hybrid inverter with "48V" batteries makes sense too. Solis inverters and Dyness batteries are cheap for instance. Then you can do battery and solar and backup on one inverter for cheap. With a 5 kW inverter, that's enough to supply 2 fuse groups in your home with backup power.

The smaller the room, the better it performs. Don’t expect it to cool a 23 m2 space effectively. My living room is L-shaped and covers about 23 m2. At first, it couldn’t even lower the temperature by a single degree from 28°C. I added a drywall partition to convert the layout into an I-shape, reducing the usable area to roughly 10 m2. Now, it works perfectly. It’s a shitty single-hose model with 14,000 BTUs, but it easily drops temperatures from 28°C to 21°C. That’s more than enough for my needs (I rarely set it below 21°C anyway)
By the way if you do go the drywall route to make your living space smaller, make sure to add proper insulation between the walls

The high pressure side needs to run hot to reject enough heat energy outside. There is no benefit to using hot air to blow trough the high pressure heat exchangers. The higher the ambient temperature of the air on the high pressure side, the more the compressor/fan has to work to reject enough energy.
Hotter outside air is used because that's the best you can do. Unless you have a cooler source from an ocean or ground loop. The air you already cooled with your AC is not free and that's why it's dumb to use it to blow trough the high pressure exchangers. Found some places selling AC systems rated for 57C ambient, presumably the refrigerant and compressor can be adjusted to increase the temperate in the condenser section but there's no reason to do that for a regular home air conditioner. Spraying the fins with water will give it a huge efficiency boost if it isn't already lethally humid too.
If the outside air is so hot that using freshly chilled air from the conditioned side of the unit is necessary, you're going to suffer huge efficiency losses but also would probably be dying of heat stroke very quickly otherwise.

Blinds in FRONT of the window are a game changer. Behind the window they are almost useless. You want the heat to stay outside and with blinds inside it will go through your window and get trapped.

Midea portasplit has hoses permanently connected from factory, no vacuum set necessary.

Also you can still get prefilled minisplits with prefilled hoses. The hoses have a metal seal which gets punctured when you tighten them. No vacuum necessary either. But it's strictly speaking illegal to DIY. Fucking installer mafia even made R290 AC illegal to DIY, even though it's not F-gas.

As it happens I bought that exact Noctua fan today to move air through the dense mosquito screen on the window in the evenings, when it gets cooler and the window is only partially open. It's alright, I guess, but could be stronger for my use case. I might actually hook up one of the smaller 12V ones for the higher static pressure and somewhat higher airflow. Yeah for that usecase it may be too weak.
In my case for just causing a really pleasant "caressing" airflow over your back when you're lying naked in bed it's absolutely perfect. The really quiet and soft wooshing sound also has a calming effect on me. Before that I used a normal standing room fan but it had an issue and started smoking at some point. Then I tried some USB table fan which was rattling and annoying me. Then I just took a random 12v case fan I had lying around but that had a kinda resonant high pitched wind noise that also was unpleasant while trying to fall asleep plus the airflow felt like a sharp air stream instead of like a pleasant air blanket of the one I use now.

I don't understand why Europeans are so stupid. In many places it's even illegal to install. I have to settle for a portable AC myself but most windows are incompatible with them. So on top of portable AC being less than half as efficient as proper AC you have extra losses because the gap is not sealed. We work a little different then maybe. There are hospital ERs and then there are non-emergency clinics, and anything non-serious gets sent to non-emerg even if you come to the hospital ER first (and vice versa, where non-emerg might decide it's too serious for them and send you to the ER). I have it set to 16c, set to cool with the fan set to high. I'm pretty sure the issue is a sensor checking the outside temp instead of the inside temp. The fan mode is also dogshit. It could be freezing outside and like 20c in my room with the fan on full, and the cooling wont work because some sensor is seeing that it's cold outside. No I'm not just going to move it and use a fan or have the window open. I need the window blocked so I can sleep during the day when I'm on night shift. The plastic is also extremely brittle.

when the population starts to shrink, the population density will decrease. this will cause rural and suburb areas to fall in value, and accelerate exodus *into* the cities as people escape unmaintainable infrastructure and economic destitution.

i think now is the right time to start moving *into* cities. utility maintenance, policing, etc. is going to concentrate into areas where there is a minimum threshold of population density (otherwise, it will not be economically feasible).
