Yep. Every distro still using Eudev instead of upstream Systemd like Gentoo is, is essentially 2 years outdated:

You are not going to have any of the new Udev rules packaged for hardware.

Basically, everyone should switch to upstream Systemd now. Eudev was already what Systemd provided just more outdated and with a different name anyway. It's not like Elogind that carries various patches for different systems. Udev is still really portable to different Linux systems.
