Not a "flagship", but I got a used Pixel 8 for ~$200 when the Pixel 9 came out. And a brand-new Pixel 10a is like ~$450 USD unlocked.

almost all arm laptops can run linux. if you want a cost effective laptop, then go with chromebooks, although there are rumors of google wanting to lock the bootloader.
otherwise as others have said, all snapdragon laptops would work, and there's even apple laptops which support running linux

Isn't the N1X chip Nvidia is planning on showing off here the same damn thing as the chip in those Nvidia Spark mini-PCs? Just with some different clockspeed/voltage setups for laptop use. The performance on those are known; if your use case is heavy on CUDA and needs lots of local memory then they make sense, but otherwise they are nothing special performance wise.
