GNOME looks like an iPad but doesn't have the functionality of one. KDE actually has really good tablet support with the caveat that the HiDPI mode is laggy on modest tablets.

Because drawing translucent rectangles is very hard, not to mention registering the clicks.

No, the problem is that Plasma is still using OpenGL as the renderer, which just can't cope with GUI scaling. The Vulkan renderer is still experimental and extremely buggy, but it does run fast.
