That was the last time quality was ever a design constraint. Now they only care about bitrate. All codecs since and including HEVC have mandatory "pre-processing" (blur filter) that none of the encoders that actually work let you turn off. Macroblocking also makes quantization noise much more noticeable to the human eye.
