Renewable power costs MORE to generate than coal/natural gas/fossil fuels, not less, so increasing the amount of electricity gotten from renewables will raise the price of power, not lower it. And the price of electricity in China is set by the chinese government, so yes, the cost doesn't matter for the factories since the price is kept artificially low.

If a company says they're in debt or in risk of bankruptcy, it's always a good idea to use taxpayer money to bail them out (they don't ever have to pay it back). When China gives their new companies a boost and then let them duke it out and have 90% of them fail while the fittest survive, it's evil.
