You could even just gate buying phones behind an age verify. Pick one up at the shops like you do alcohol and they just pre-enter your age when you pick it up.
There are so many options that don't involve tying your real life ID to your digital devices. Even ZKPs are a good entirely software based approach with essentially no downsides. There's no legitimate reason for this technology to be rolled out in such a way that it harms people's privacy or anonymity.

I was thinking of that, though things are a little different here for both the foreign companies and the UK government as they both have more to lose, more to gain.
The UK could wring more money from Google than they ever could from 4chan, obviously, but also, they would stand to lose a lot more from actually banning them, though I'm not sure if they would be banning just Google phones or all Android phones? Higher risk for Google and the government. Higher gain for the government, but not really seeing the potentially for higher gain for Google, maybe a reputation as upholders of privacy? It's PR that would serve them well, but maybe anyone they might reach with that is already against them. So that's why I think they might just do it anyway.
Hard to know though. This stage is basically just the home office saying "please please please do it voluntarily because we don't want to be remembered as the people who put this into law pleeeeease" so obviously nothing will happen yet. Once they try to push it through legislation (if it goes ahead) will be when something might happen. Google has nothing to gain from folding voluntarily now rather than once they are legally required to.

I've actually seen a lot of this shit advertised on teh dark web. Dumb kids really do dumb shit for attention, then end up in trouble. From what I've seen it looks like they are getting hooked by threats that everything will be published, so they take more and more photos and such.
