Not entirely, but it is very hard to use it (think of GrapheneOS flashing process, it is some obscure shit that requires you to trust a word of a random person etc). Therefore only those Russians that disobey the authorities still use it. Therefore, they are placed on a watch list, they are very easy to separate from everyone else as well. It's a litmus test glowware.

I have graphene because it allows disabling internet access per app, spoof permissions, storage scopes and it does not come with 100gb of "system required" bloatware preinstalled if any other vendor would give these options I wouldn't bother buying pixel phone I like my compact pixel 8a tho
