Even 64-bit oses are impacted, because they were built when 32-bit processors were the norm. Thus their timestamp is usually 32-bit.

On unix and windows, all timestamps are 32-bit. There's currently a huge effort on linux to recompile code to use a 64-bit timestamp format. But windows' proprietary ecosystem makes it difficult
