Look up zero knowledge proof ID systems. When implemented correctly, you can't be tracked through the system but you can still verify that you're human, an adult, whatever.

All facescans on phones use a variety of IR cameras to take measurements of your face, and this is not possible to recreate with a simple image, especially an ID picture.
