UK and France have established AI industries with a lot of experts which is why those are the top choices for relocation. There are only 4 places in the world with a domestic AI industry. USA, China, UK, France. Japan used to have one in the 1980s but they collapsed and the aging researchers dont really have anything to contribute.

France has the oldest AI industry still in use established in the late 1980s. UK has a big academic one from the 1980s and a commercial one since the 2010s. The us since Google Brain and China since Baidu. Sweden and Finland have nothing, literally nothing. Closest are spotify for sweden with recommendation engines and Nokia in finland with routing algorithms. Both are so far away from modern machine learning research they might as well be unrelated.

Anthropic wants to scale up their talent pool so they need to be in places with established talent hubbs which limits them to UK or France as relocation places because the US government is hostile to anthropic and Anthropic is ethically against China so thats not an option either.
