My computer has an issue I had a couple power surges and had to get a replacement PSU because my old one got killed. Now however I have to hold the power button just to turn my computer on, and when i leave it off overnight for too long It won't turn on at all. I have to wait like 5-10 minutes of holding the power button hoping that it will actually start the LEDs of my usb peripherals flash on and then off which means it's trying to start up but can't until it eventually manages to which afterward it works fine until I shut it off. What's going on? is this a motherboard issue?

Hey /pcbg/ I likely have an issue I need your expertise in.Tonight I turned on my PC (I'll post the specs down below) and its ethernet port wasn't working. I couldn't get it to connect to my modem at all. I changed the cable thinking it was that and nothing. I went on to the check the BIOS utility and I noticed that the MOBO was marking the 3.3V rail as outputting 4V. Is there an actual science behind capping 3fps below the refresh rate for gsync to work well or is it just a random number thrown there? Or is it dependent on the monitor itself being able to handle it?I have a 360hz monitor and I'll be honest, I don't think I ever play anything that reaches those FPS except old games.
