h.264 had widespread hardware support. HEVC patents are more expensive so there isn't as much hardware support

Like other anon said, H264 has ubiquitous hardware support. Even PSP can decode H264 movies and this was a 2005 handheld. It's the "just werks" codec even though there are better options now.
