How could it work? The claim seems to be that it generates electricity and takes salt out of seawater.
There are two general ways to take salt out of water:
A. Evaporate the water and then condense it. Evaporation takes energy, you can either heat the water which obviously consumes energy, or you can wait for passive evaporation which slightly cools what the water is on.
B. Reverse osmosis. You need to pressurize the water and filter it with a super fine membrane. This also throws away about 3 units of water for every unit of water purified.
The only one of those that doesn't have an energy input is passive evaporation.
But now you need to re-condense the water vapor to make it liquid again. To do this you need a chilled surface, and considerably colder than the water vapor is, so no you can't just loop it around and condense it with the cooling from evaporating it.
You can also get at least some to condense by just waiting, but it's slow and your clean water output will be very slow.

Now this thing is also claimed to generate electricity. Removing salt from seawater without spending energy is already hard enough, never mind getting electricity out of the process. I'm sure you could design something that evaporates water using sunlight and then lets it condense in the shade, sort of a miniature version of the natural water cycle, but that's just a form of solar power, not a battery.
