9800x3d is cheaper, youd get the 16 core cpu if you needed it for productivity.

With building it urself theres mobo manual, you can use your phone to watch a youtube video instructing the building as you go.
You have the advantage of buying a proper high airflow case, a noctua AIO.

Lower the brightness. One of the first thing I do with IPS is reduce the brightness down to 10% but it depends on the scale the monitor is using. The only monitor I had troubles with was a mini led VA as white Letters all had some rainbow effect on the edges. in a full core productivity workloads 16 cores does the job in half the time vs 8 core.

the 9800x3d is good enough. Not sure how much better zen 6 will be for gaming or if it's worth upgrading later or next year. I wouldn't leave it on stock though as you should be able to increase boost clock by 200 Mhz while setting -15 or higher if it's stable curve optimiser on all cores but you'd have to test how good your silicon is with e.g. cinebench. I wouldn't recommend setting the PBO scalar as some guides suggest.

Run latencymon and use your computer for like 2 minutes then stop it and check out the dpc/isr of each core on the CPU tab. The two biggest source of interrupts are likely going to be your Mouse and GPU in the driver tab. You put your USB controller the mouse is plugged into on the core with the least dpc/isr usage. GPU is a bit tricky as theres one specific core it works best on and it's different for every system but you can refer to CPPC in Hwinfo64 or Ryzen Master to give you a hint of your best core and then put it on that. Put GPU to high priority and make sure MSI limits are set to 1 on the devices you change.

If Noctua has made a generational leap in AIO heat exchange performance then they would be better on both graphs. Look at Canucks' graph again; you can read it as noise normalized just by looking at the spread of temperatures along a vertical line at each decibel level.

There is a discrepancy, everyone else can see that. If HardwareCanucks tested their LC1-36 and got 65C at 40 decibels, temperatures BELOW the best result of the 2nd place GA II Lite Perf which can spin up to 47dBA, then it is directly disagreeing with TPU's testing that says that 7 other AIOs can reach a lower temperature at 45dBA.
