It depends, overhead in rural areas has sovl, but in urban areas it's third-world tier.

the power lines should be run parallel to the ground through a cement wall, kind of like the old water aqueducts the romans built, but never going under ground.
the height should be equal to the current powerlines (telephone poles, not towers)
always through a cement encasing, only accessible from the side or bottom, at set intervals. the top should always be covered with a cement case while the bottom should be cement grill structures, so no water pools up.
mind you, this should be the norm outside of the cities

in cities it should be different.
cities should first be elevated above the sewer lines, by several stories (2-3 minimum, with the ideal being at least 6 or more, well structured levels), the lower levels should be used to waste disposal, both for water waste, and garbage waste.
bottom level 6 (water/sewage)
level 5 (garbage)
level 4 (buffer zone)
level 3 (water)
level 2 (electricity)
level 1 (gas)
entry into these utility levels should be controlled by the government, to ensure no one commits sabotage or poisons anything.

the power lines than then be run to houses from there, below the ground.
there'd be less of a risk of negroes stealing copper or accidents involving the general population breaking out.
each level can be as big as its needed, ideally 100+ feet per level, with a large amount of space between each level, comprised of solid reinforced cement.
obviously, this would revolutionize the structure of cities, and be a costly overhaul if implemented in established cities, but in the long run they'd double as safe zones in case of war or other natural disasters (depending on the locations.

obviously, in places with a high water line, like cities near the oceans, the previous method (reinforced cement like walls, like the roman aqueducts) is proffered

mind you, for either design you'd need to hire on engineers to ensure that the structures can hold on to the weight and that they're well grounded, with a strong foundation.

This. The town I grew up in was all underground, even larger lines had to either go underground or go around lol. So now whenever I see above ground lines it just looks so ghetto or third world. Sadly I live in a shithole now so I see them every day.

Also way more prone to being knocked down in storms.
