How did RE4 look so good for 2005? Nothing else was nearly on this level especially for a GameCube title.

It's all pure artistic skill.

Most of the models are very basic (by today's standards), and are only covered with a simple "photo texture".
Some were given a basic Bump map + specular map to give more glossy, metallic vibe, but nothing fancier than that. Water has some simple Planar reflections and refraction, that was old news at the time as well.

All that's then coated in mostly pre-baked lighting, with some dynamic light sources. Smaller, self-contained "rooms" obviously help keep the things within the console's RAM budget.

On PC, we already got Doom 3, Far Cry and Half-Life 2 a year prior, out of which HL2 is the closest to the RE4's art design.
Hell, even on PS2, we got SH3 two years prior, and 4 in 2004 as well. Sans the Pixel shader effects, they're quite comparable to RE4.

That's not the GameCube version, you retarded cunt. It's the PC version running at an extremely high resolution. Pic related is the GameCube version at its actual native resolution. It's also nothing special for the hardware. Rogue Squadron II was a launch title and looks better.

Re4 remake is an ACTUAL assetflip, that's why it looks so awful. Lots of assets from re village, and the majority of other ones are simply from asset libraries.

Someone went back to spain and found all the original photograph locations, it's literally just a reshoot of the entire game. It isn't an AI upscale many years went into it. https://re4hd.com/. Also replaces lots of models, world geometry, restores lighting, and ups the framerate cap to 60 fps.

Every scene, shadow, and light was hand placed and curated.
They basically used tricks/smoke & mirrors to make the image look as good as possible.

We had the algorithms and methods for photorealistic 3d ever since early computing was a thing. 1970 or so. What was lacking was the computational performance to do it in real time 30 times a second, and that came naturally with technological improvement.
