I'm sick and tired people pretending monitor brightness has dick to do with anything. The dynamic range of the human eye is... dynamic. Most websites had grey or colored backgrounds before about 2011. Pure FFFFFF is not a sane default, because it's by definition always brighter than the actual content, and so will always be too bright. Even word processors didn't use pure white for the paper until 2013.

No, that is a myth. Word processors have used pure white (#FFFFFF) for digital paper backgrounds since the dawn of graphical user interfaces (GUIs) in the 1980s and 1990s.

What actually changed in 2013: Microsoft introduced its flat, ultra-minimalist "Metro" design language. This made the entire application window look starkly, aggressively white, which caused significant eye strain for users and forced Microsoft to quickly patch in a "Dark Gray" theme.
