I lived through the entire internet era and can't recall ever seeing an internet cafe in a generic rural town. If they did exist, it would have been in a hipster town, probably with a notable university (eg Ithaca, NY or Hanover, NH). But not a town so small that the college was the only thing there (because then the college computer labs would satisfy the internet demand).

If you were out and needed access to a PC with internet, the best option after a school computer lab was usually a public library (I used a few before the smartphone era). Some businesses like Staples, FedEx or drug stores might have computers that would let you do some limited things like print documents. Some of those had internet access, some didn't. Either way, they weren't the kind of computers you could get away with playing Starcraft on for hours.

not only were computers expensive, so was fast internet. Back then home internet was dial up and the internet cafes had T1, which was 1Mb/s which was lightspeed compared to 56Kb/s, even with 24 computers at the same time. Then they also had CD burners at the cafe that can be used as long as you provided your own blanks, the early days had almost unlimited access to the computer with kazaa and limewire access so pirating soundtracks and vcds at the cafes was a thing.

- home PCs became faster and cheaper every year for a very long time
- burgerland apartments and homes are in general much larger than their asian equivalents, giving people enough room for a good home computer
- widespread availability of broadband internet at home
- widespread availability of laptops and phones with broadband internet access
- availability of low/no cost porn and other online media that you'd want to consume somewhere private

I had a PC at home but went to a small one with friends around 2008 to 2012 to play some tf2 with them in person. Mostly we just played mtg there. The 2 owners were just fun neckbeards who did it as a hobby.

There was an internet cafe within an indoor marketplace/bazaar near where I live. As you can expect, most used it for watching porno. Last time I went there was around 2010, and it was still operational, using CRTs as monitors.

I'd also occasionally see anons watching Japanese anime porno at the library back in the day. Now it's mostly homeless people looking for some shade and somewhere to charge their phone, and gangbangers tagging up the monitors. I hate this shithole of a city...
