Nope. It's actually 50/50% the Council and Parliament that make the final decisions.
The way lawmaking works is that first the Commission proposes a bill, then Parliament gets first chance at amending it during a first reading. Parliament's amended first reading goes to the Council, the Council then has their first reading and can either agree with the amended Parliament proposal or return it to Parliament with their own counter-amendments. Parliament then has the choice of either rejecting the bill, or amending their existing amendments to align with the Council's and send it back to them for their second reading. The Council can then either agree with the 2nd-amended Parliament version, at which point that version of the bill becomes law, or they can not accept it. If they don't accept it, a special committee is formed that consists 50/50 of Council and Parliament members and they get to hash out a consensus AGAIN. Either that succeeds and the consensus-bill is passed, or they fail and the bill is rejected.

The Council has zero power to pass anything on its own, or reject anything on its own with any capacity of finality.
