it has nothing to do with mobile, it's the architecture of ARM chips. Similar structure to RISC-V but proprietary and much more supported. ARM devices greatly benefit mobile devices because of manufacturing cost and resource efficiency, but there's no reason it couldn't be part of the desktop market. Don't expect much available software for that though.

RISC was deboonked when the Pentium Pro came out and proved that what actually matters is microarchitecture, not ISA. Pipelining, superscalar, branch prediction, out of order execution, are what actually make CPUs go fast in the modern day. The only part of ISA that DOES matter is vector instructions/SIMD, which both ARM and x86 have. Go look at benchmarks for CPUs on comparable manufacturing nodes, in comparable power profiles, and you will see that x86 and ARM are basically identical, because they are. The push for ARM is entirely political, driven by a desire to sell you cheaper, shittier, more proprietary devices.

Those benchmarks are misleading as ARM just tends to hit a performance ceiling way earlier than x64 does. The comparissons get more interersting comparing low to mid range CPUs as you start getting similar performance at 1/10th the power.

Most portable GPUs are shit and will be bottlenecked by decent CPUs anyway.
