Its a complicated process, comissions start from like 300USD for rigging something you bring to them, vs several thousand+ for something from scratch with all the bells and whistles.
I have a mate who works on AI auto rigging trying to undermine the rigger cartel. Unless you buy something plain off the shelf the customisations are almost all manual.

It's typically Live2D, basically it's all drawn as separate pieces and then rigged to move so it looks 3D within a limited range of motion. A paper doll basically.
3D models are popular too but Live2D is what most at least start with.

The worst part is dealing with the insufferable people who can not grasp the concept of "work for hire" and try to attach all sorts of conditions about what you can and can not do with the model you pay them to create. Are they actually rigged in the traditional sense? When I used it I was able to get by with rudimentary warping and then manipulating the animation parameters at runtime. Though I'm sure you could get even better results through more sophisticated warping. As for rigging, I didn't know that was something you could do in live2d.

There are some cultural standards due to the way it came about, but there's so much variety now that it doesn't have to be tied to that.
A boring streamer is still a boring streamer, a good streamer is still a good streamer, whether they have a facecam, vtuber model, or neither. Gooner-bait streamers with nothing else going for them don't tend to get very far.

Most westoids tend to miss the point that vtubers are supposed to be like virtual idols who perform original songs. So when you see westoids trying to become vtubers, they only hone in on the lazy part that's streaming themselves playing video games.

Thats only one aspect of vtubers, where the appeal comes from seeing a famous singer you enjoy, but in a casual setting where you can pay her to say your name live on stream. Westoids who think it's just streaming video games are missing that aspect entirely.

It's free and it takes literally seconds to make a basic one. I recommend trying it out if you have any interest in that kind of thing. Making more advanced or even simple custom ones is a pain in the dick. The 2D ones you have to rig up all the layers and facial expressions in live2d and the 3d ones you have to rig in fucking unity for some reason. That seems to be the only software that supports rigging and labeling all the parts. But if you're doing something custom more than what vroid studio gives you then you have to dig deep into blender and doing actual 3d and shape blends and armature bones and all that kind of shit.

Learning Live2D is actually really easy if you stick with the tutorials. It should be no problem if you have any aptitude with using computers in a more technical setting than simple web browsing.

All you need to do is pay someone to draw the base model, which is just a regular photoshop file, with separate layers for the body parts and hair etc., and then you manipulate the model in Live2D. If you know how to draw, it's even better because you can just draw the model yourself.
