because 2.4-2.5 is an unlicensed band and you can transmit as much as you want. 915/868 licensing is a pain in the ass and very limiting. 5GHz range is shit. they are using multiple channels and frequency hopping so they are not on the same frequency

only certain bands are legally assigned for such purposes. also keep in mind 2.4ghz isn't just precisely 2400mhz, there's a range of frequencies near 2.4ghz that is split into about a dozen channels, so multiple things can use it without interference
