There are a few issues: most X11 window managers marked as “extreme low” such as dwm don’t take X11 itself into account, whereas Sway on Wayland already incorporates everything into the compositor.
X11 is heavier than Wayland, but a desktop environment (DE) or TWM needs to incorporate wlroots or its own compositing method when running on Wayland.
The right approach would be to compare the entire X11 + TWM environment against the Sway or Hyprland compositors today.
