Well certainly not in my (continental European) country. You can buy residential units mechanical ventilation units that have heat recovery, and sometimes they have some heat pumps built-in, but I'm under the impression that the latter option is not common at all.

I would assume mostly new large structures are going to have hvac. Smaller ones a mini split might still make more sense and anything that is old it's easier to just drill a hole in the wall for a mini split than it would be to plumb ducts everywhere.

1. A separate air-to-air ducted heat pump, the so-called "ducted mini-split";
2. A separate air-to-water heat pump that uses fan coil units for cooling and usually some other way for heating;
3. Some kind of integrated heat pump into the mechanical ventilation unit.
