it's hard to say exactly, a crt draws pictures using a single dot, so you could argue that you'd need an lcd to draw one dot at a time, which at 1080p would need 2,073,600Hz. however, the phosphors in a crt don't stop glowing instantly, there's some persistence, so it'd be lower than than in practice

LCDs can match CRT motion clarity at the same image refresh rate.
The rate of the actual images being shoved into the LCD and shat out by it are irrelevant. The problem is that your brain has trouble interpreting a whole image, so you'll need to display it as an optical illusion in chunks that your brain then stitches together into a full image.
This can be achieved in many ways whether that's by using a mechanical rolling shutter, a super fast backlight that can partially turn off rapidly, a secondary LCD in front of the actual display blocking out parts, or just giving up and bruteforcing it with a super fast high refresh rate LCD that does it all in software.

Monitor manufacturers are unfortunately pursuing higher and higher refresh rates, which is the wrong approach to improving motion clarity. Development should instead go towards hardware backlight strobing technology. anyone who has posted the autism UFO knows. I loved CRTs and have been chasing that motion quality for some time. Right now using 4K 160Hz with BFI on IPS as a stopgap until regular OLEDs get strobing and high 100% ABLs like they do in VR headsets. Seems not too far off thankfully.

Meanwhile my 200 euro VR headset has CRT motion clarity at 72hz
I am not sure what is stopping a manufacturer from just implementing strobing like on VR headsets into a desktop monitor, flicker seems like the only issue
Actually in reality flatscreens in VR headsets have surpassed CRT in motion because they dont have phosphor afterglow
I really want to see the strobing tech in a desktop monitor, but we will never ever get it

The thing is gaming display controllers are a very opinionated and cost sensitive market. It's a big risk to tape out a new IC with higher cost and features people turn out to not care about. Like adaptive sync took years of Western PC game devs bitching before nVidia finally take a risk on delivering an implementation that didn't even work at a really high price, but that was finally enough to light a fire under VESA and get proper adaptive sync standardized. Similarly the benefits of beam chasing have been known for over a decade.

I've never seen one of them in person, but I would assume CRTs are still better. As I understand these should still provide a massive improvement since they light the screen in a band that travels across the display, so it's somewhat similar to how a CRT works. Of course a CRT only lights a single point at a time, so it's likely still going to be better. Motion clarity on CRTs is basically flawless, though there can still be some trails behind bright objects due to phosphor decay time (but the moving object itself looks perfectly sharp).

VR generally doesn't use variable frequency. When game engine drops frames it uses extrapolation (asynchronous time/spacewarp).

I want to play retro video games with CRT motion clarity, but I don't want to buy a CRT because the high-end CRT's are so expensive and can stop working at any moment. Also I don't like how big and heavy the CRT's are. I can't mount them to a monitor arm like modern displays.

For frame blur yes, for pixel persistence no.
A proper 240+ hz screen set at 240hz display mode with actual 4ms transitions is still providing 4ms response no matter what the render fps is output to the screen.

like, 31kHz is the lower bound, anything more than 480p60 at you're only going higher than that. i have a 1996 crt monitor here which is nothing special at all and it supports syncing up to 69kHz, which is pretty nice i must say. that's good for things like 768p85 or my favourite custom 800i160. you are not hearing that hsync coil whine near 70kHz. you'll hear the 160Hz vsync whine if you're in a quiet room, but not hsync
