It will all feed back into the same ecosystem and be limited by it. If you are sensible and want to encourage the expansion of options in the mobile space especially the answer is in China and Russia because they are developing real alternative tech ecosystems and have serious motivations to do so.

They clearly want to control the entire vertical from processor up to software meaning they don't trust western chips at all. A few years ago I tried to read up on Elbrus and found that they (probably wisely) don't release many details, even in Russian. There is definitely some security-through-obscurity going on with this space in Russia. Several of the websites for the companies making them are blocked to IP's outside of Russia, which is somewhat unusual.
