Probably not, and the biggest issue isn't even technical, but that the culture has changed dramatically. The cultural and social dynamics of 2026 would be utterly unfathomable to someone in the 1990s, and honestly the converse is also somewhat true, though to a lesser extent. We do not live in that 1990s world and so the things that made sense then do not make sense now. Consider that back then it was quite uncommon to know random people that you'd never met in real life, or that were scattered all voer the world. It was a much more open culture because meeting random far flung people and being able to instantaneously communicate with them was a novel and exciting thing, and so people were extremely open to doing so. It was not the hardcore antisocial cliquey exclusionary culture we have now.

Also back then the internet was like 95% educated, reasonably well off White people and first worlders.

Also, they didn't die out because nothing was on them. They died out because social media networks(like old myspace which is far superior ot facebook even now) allowed them to create personal pages without needing to know much html.
