I've been working on a personal project called SAFE.OS for quite some time.
SAFE.OS is a completely offline desktop environment focused on privacy and security. The goal isn't to replace Windows or Linux, but to build a self-contained workspace with integrated applications.
One of the main ideas behind SAFE.OS is that everything you do stays local. There are no servers, no cloud services, and no accounts. Your data remains on your own device, and everything created inside SAFE.OS is encrypted, providing a high level of privacy for offline use.
So far, SAFE.OS includes a password manager, encrypted notes, media tools, multiple code editors and IDEs, PDF tools, Paint, and I'm now starting to add games like Minesweeper.
I'm documenting the project through devlogs because I enjoy sharing the progress and getting feedback from people interested in development.

What you're trying to achieve can be accomplished very well if not ideally by using a custom Linux distro with the networking stack not compiled into the kernel. Since Linux is only a kernel which doesn't require networking you can tune the userspace apps to not need networking and not have any clouds whatsoever. However simply air gapping a machine doesn't make it instantly secure and unhackable (as e.g. Stuxnet showed) if you wanna have an comepletley offline without the cloud OS you might be interested in tuning OpenBSD or Qubes OS to your own needs.

OP, Write what you want/like, not what others think you should. For example: I wrote a text editor. So what if it's been done to death hundreds of times? I did it anyway. I learned things and I use it every day. No forced updates or COC's on *this* program! :)

Anonyme No, because a virtual machine completely depends on the host OS and the hypervisor. If the host is compromised, the VM is too. The idea here is to have total control over the environment, strict isolation, and a native cryptographic layer (AES-GCM) without dealing with the bloat and attack surface of a general-purpose OS and its hidden services.
