The problem a lot of new computer builders run into is direct compatibility with other parts and a lack of patience when connecting parts of the computer.

Take everything apart, make sure it works with the setup you have, then slowly but surely connect things one at a time and troubleshoot from there.

Check the front panel power switch wires. Ensure the 24-pin and 8-pin power cables are fully clicked in, then test for a short circuit.

You probably have the power supply set to the wrong region and it's tripping overvoltage protection. There's a little red two position slider on the back of the power supply (by the power plug) - move it to the other setting and try it again.

maybe your bios version isnt compatible with your cpu like >>109415245 said. for example the i had a b450 motherboard for a ryzen 5000 series the bios needed an update to support the new 5000 series otherwise it would only work with 3000 series if i remember correctly. if your motherboard has a usb flash update feature you can do this easily

If it has on-cpu graphics, try removing the gpu and re-try. Actually, remove as much as you can for a minimal system and then re-add things one-by-one.

Update, got the two cpu pins plugged in and the 24 pin atx 24p but it still doesnt turn on. I got the fans plugged into the cpu fan system

I had this problem a few years ago when I tried to build a PC, everyone I asked for advice was wrong, I asked for weeks and almost ended up returning the components.
The problem ended up being that I was plugging the PSU power cable in backwards (the plug was able to jam into the motherboard slot but it was shorting it out, I had to rotate it 180 degrees and it worked)

Just go to a repair store with it TBDESU.

In my case it was MSI selling motherboards with old firmware for a chip you have to have a programmer for and they don't provide the blob on the download page anyway - the repair guy had to actually go back and forth with MSI support to get it sorted. Turns out you apparently can't be sure you get a working PC without checking the additional "we'll verify components and update the firmware for you" paid option. Jewish behaviour.

check motherboard site for cpu/ram compat.

Basically DDR5 ram compatibility is per motherboard and per cpu. If you're lucky, a bios update can fix it (modern mobo don't need to be able to boot to uefi to update).
Your mobo came out during the ryzen 7xxx era, so it's bios is likely out of date. Check the vendor site for details on updating uefi.

You need to make sure your ram part number matches the ones your motherboard support.

Even without the CPU or RAM seated, you would still see some POST activity. Ignore the fan shit. Focus on power. Triple check your PSU cables. Make sure they're seated properly (especially the big one to the motherboard). Your PSU has a power on/off switch. Make sure it's turned on.

Modern mobos can sometimes lock themselves up to prevent what they believe to be a short circuit somewhere. A full CMOS reset by removing the battery and leaving it off the power for an hour or two should do it to bring it back to live... assuming there's no real short.
There should be nothing else that causes it to not even turn the lights on. Well, unless it's fried or the PSU is fried.
