It won't, because building new fabs is a decades long process and prohibitively expensive. Even if new fabs are built, they are going to supply AI exclusively, not consumers. And in the mythical scenario where these fabs supply consumers, the prices are here to stay. Prices never go down, only up.

This will not happen. What will happen is that the lack of ability for consumers to acquire or even afford hardware capable of running new games, either PC or console, will be used as a push to make newer games streaming exclusive, as only datacenters like the kind used to run Geforce Now will have the specs needed to run newer games. Pushing (You) to streaming has been a major goal for peddlers of digital media as it takes control of said media completely out of your hands and puts it solely into theirs and eliminates all pretense of consumer rights or ownership.
All of these fantasies you have about AI failing or any return to normalcy are just that, fantasies. Your future has already been chosen for you.

The main strategy of Deceleration 30 is cutting off resources needed by AI. Advanced chips aren't something people can make in their basement, thus a prohibition would be enforceable.
