Because then their profit per unit would go down. Sure they'd make more money overall but it's easier to just not. Korean manufacturers also agreed with each other to not increase supply so prices remain high, so it's the most money for the least effort

These fabs cost at least 20 billion dollars to build, with a dedicated power grid, dedicated water supply, its own city to house the workers, and multiple choke points in sourcing the necessary machinery and supply. You can build as many fabs as you want but if ASML is backlogged with their EUV machines or the Japanese are having trouble producing lithography materials, the tab will not run.
