I just found out that most pwm noctua fans (maybe other brands too) can go down to 0 rpm. The quick specs are usually something like min 300 max 1500 rpm, but under performance specifications there's a Rotational speed @ 0% PWM. My cpu fan header in the bios doesn't allow less than 20%, but the chassis fans can all be set to 0%. I couldn't get my temps where I wanted with the fans cutting off, but it did work.
Yeah, Arctic fans have that as well. Also it's likely not the CPU fan header but the CPU fan's PWM controller itself. I encountered that when I tried turning off the stock cooler fan, but after swapping it to a P12 I was able to bring it to 0. It's likely that stock CPU cooler fans are meant to keep spinning as a safeguard. Maybe not all manufacturers do that.

>>109439102I was talking about a 120mm tower cooler, but that was a SilentiumPC, now Endorfy. Then I used a stock Arctic P12 meant for cases and it would shut off properly. So to me it is a characteristic of CPU cooler fan PWM controllers, with the nice thing about them being standard 120mm fans is that you can swap them to whatever.

I got the Noctua fan controller thing but it doesn't make my Fractal fans turn off completely, so, to be quite honest, I've just been unplugging the cable,
