Sadly they can't. I tried many formulations of this. The two main problems is that LLMs are somehow really really bad at prolog, and that they have problems with consistency. So for example suppose you want to take a text and turn all relations expressed there into prolog facts. Say you're looking at Bill Gates' page. The LLM will say nationality(William Henry Gates III, American) once, and lives_in(Bill Gates, America) another time.
Another problem is proper coreference resolution with consistency. For example, William Henry Gates III is the same as Bill Gates in the above context. Yet another problem is handling conflicting facts, and another is creating unique entities relating to things or persons that are spelled identically.

However, I built a proof of concept based on explicit tuple databases using wikimedia (it has unique entity IDs and relations are consistent) with an agentic workflow using tools to operate on this. It allows the LLM to do something like find_entity_like("bill gates"); find_entity_like("william gates") and eventually get something good, using its own knowledge from pretraining to figure out the set of guesses to make, but using the database to get the right data and find unambiguous entity names and such. This works to some extent, but requires careful prompt tuning or it will fuck up and get very confused, plus it's very slow due to the high amount of turns required for this and the relatively slow query time against the db (about 2s on a local optimized sqlite backend; postgres would typically be slower and mysql about in-between).

The reason why CoT works and why it's so important that it's now the canon way to do any LLM production, is that it causes the LLM to generate tokens that make the follow-on task easier. It doesn't actually matter if the tokens are generated in the same turn or not, because LLMs attend to the entire context at once and generate in an auto-regressive manner.
