So it's entirely possible to have your own private 2G or 3G 'network' with one cell, which you can transmit the full 40w a normal commercial cell phone transceiver uses, and use your phone as a sort of portable on steroids. In fact you could even put that cell antenna and transceiver way up on a repeater pole your local ham club probably already has, and have a party line. You could even do handoffs from one tower to the other. No permits or anything required. You wouldn't even need any expensive equipment, just a transceiver and an antenna, and Internet connectivity.
