For starters, your basic radio only really needs an antenna to capture emf, and a receiver to filter to the frequency band you select with the dial, whereas your standard 3G phone requires encryption, data transfer, GPRS connection, etc etc. You could build a radio at home with a basic breadboard setup but building a device that can receive 3G would require more specialised parts (for instance a SIM card is essentially a private encryption key). It’s turning off a packet transfer system vs turning off electromagnetism.
