I'm trying to become a network engineer with just certs and no prior experience. Is there a way to do it without working your way up the ladder.

CCST -> IT support specialist job CCNA -> Network administration (add experience) -> Network Engineer

Is that the safest bet to just do the work and get the experience? I want the income I want a nice car and house and to retire

man I got no idea, thank god I got hired as a drop out in 2017 before shit hit the fan. I'd personally prefer work experience over certs when hiring collagues but that's not my decision to make
