One idea i had was that you could put multiple propellant charges into the bullet and detonate them (or not) as the projectile traveled down the barrel. What you're looking for in a gun is exhaust velocity, but having a single charge means you're limited by peak pressure in how much propellant you can have. With this system you could make a barrel made out of shitty steel perform like an artillery piece.
