While for phone numbers the digits were more random so the 789 layout was rejected at an early stage for being less intuitive in tests.

When the US discontinued the half-cent coin, the penny was worth about thirty cents in today's money. A penny price change for most goods was significant so psychological games with numbers would have a real impact on the bottom line if allowed to dominate over production cost concerns.
