Normal viruses don't do that btw. Only if you're a valuable target in which case you will be under a targeted attack, in which case the technical details that malware can survive without an SSD/HDD will also be irrelevant (they will try any way possible to hack you).

GRUB or whatever installs some files in an EFI partition ("ESP") which the UEFI reads, but this isn't where the firmware physically resides. Disconnect all disks and removable media and boot your computer. You will be surprised that it boots into the settings. And yes, malware CAN live there. I used to reformat my PC every other week/month in the DOS-XP era, but I was a teenager with a lot of time on my hands. Now it's been years since I last reformatted. It takes way too much time to reconfigure everything as I want and I need to use the PC for work.
