Yes. The common cope is that "well, you're used to that on windows, but linux is something else entirely, so just get used to doing something a little different!" even though the windows feature is 100x better than whatever they have on linux.
For example: my laptop touchpad works fine for scrolling on windows-- i use two fingers & it scrolls. On linux, i discover that im leaving a finger from the touchpad for a tad too long so it stops registering as scrolling & completely fucks up the scrolling process. No way to fix this among other issues with scrolling.
