There is always centrifugal force acting on the wheels even when the tram or train is going slow, however at slow speeds it can be ignored, even with little centrifugal force the wheel will adjust their position on the tracks.

The big wheel on the right is the parking/emergency brake crank, there is no steering. To switch tracks the driver has to get out and manually switch them.
The lever on the left is power, and if I recall correctly it's a dead-man's switch so the tram should stop if the driver is incapacitated.
There should also be an air brake control because good luck cranking that wheel in an actual emergency.
