As someone who actually works at Amazon, repositioning delivery partners, who aren't yet on the clock, would violate coemployment laws and we would not do it

This to me is the only data that comes to mind to start building predictions. You have to look at historical context so we can use something like humidity/percipitation levels backwards looking similar to the current to see which locations they need to be in. Once you find some form of correlation, these companies all use like "hotspots" to direct their delivery drivers. We then mark out on their maps where these hotspots are to bring the drivers in to prepare them to receive the influx of orders where we "think" are going to take place.
