what's '90s about that UI? that's more of a typical mid '00s linux UI (except one panel instead of two).even XFCE itself looked way different in the '90s, being more akin to CDE than KDE/Gnome, that's why it has the "-CE" in it's name, it used to stand for XForms Common Environment, being a CDE (Common Desktop Environment) clone using the XForms toolkit, before pivoting to more of a lightweight gnome clone (which itself was originally a kde clone initially developed as a fully-free alternative to kde since qt back then was proprietary software) using gtk+
